An Architect
of New York City's Disaster-Preparedness Plan Will Give a Special
Talk at Rockefeller on Friday
Jerome M. Hauer is one of the nation's leading experts on
civil preparedness for, and consequence management of, terrorist
attacks. He will give a special talk this Friday entitled "Responding
to Terrorism:How We Are Prepared." He will discuss how
the city handles a crisis like this past week's, and how New
Yorkers can protect themselves in future crises.
Hauer served as the first director and commissioner of the Mayor's
Office of Emergency Management (OEM) for the City of New York. Reporting
directly to the Mayor, Hauer oversaw the office that is designated
as the on-scene coordinator of all multiple agency incidents throughout
New York City. The OEM directs the City of New York's overall
emergency response planning as well as specialized planning for
response to chemical, biological and nuclear-related incidents.
Hauer also directed the design and implementation of New York City's
state-of-the-art Emergency Operations Center.
Hauer has extensive training and experience in emergency medicine,
firefighting and hazard materials response. Before coming to New
York, Hauer worked for the State of Indiana, where he served as
executive director of the State Emergency Management Agency, director
of the Department of Fire and Building Services, and chairman of
the Board of the Public Safety Training Institute.
He has served on the National Academy of Sciences' Institute
of Medicine's committee to evaluate research and development
needs for improved civilian medical response to chemical or biological
terrorism incidents. He also is co-author of the rewrite of the
World Health Organization's monograph on chemical and biological
weapons.
Hauer earned a bachelor's degree from New York University
and a master's degree with a focus on emergency medical services
at Johns Hopkins School of Hygiene and Public Health. He conducted
extensive research into trauma and cardiac surgery while at Johns
Hopkins, Beth Israel Hospital and Harvard Medical School. Hauer
also served on the faculty of the Northeastern University Paramedic
Program.He was recently appointed special assistant to the Secretary
of the U.S. Department of Health and Human Services.
Hauer's talk will begin at 2:30 p.m. in Caspary Auditorium.
